The establishment of DELES Resource Centre started in 1984 with the election of full-time Service Team members by the task force that worked part-time to organize a follow-up of the initial phased training that started in 1982.

A One room office space located in an office of the Cardoso Community Project at St. Mary Catholic Church compound, Ajegunle was the first to be secured with an initial staff of one (Steve Adeleye). The office was later relocated to a larger space within the church compound.

The approval and support of the Catholic Archbishop of Lagos, the Parish Priest and the Cardoso Catholic Community Project, Ajegunle that provided DELES with administrative support at the early years played historic roles in the creation and development of the office.

To effectively take care of the rising number of training demands, the number of full-time staff increased and the need to move to a bigger space became obvious. A 3-bedroom flat was rented in Maryland and after some years, a 3 bedroom bungalow with Boys quarter was acquired and the office relocated into the house in June 1999.
